Story

     Her powers developed slowly, beginning early in college and becoming more powerful as she got older. Her undergraduate work was in biology, but she discovered that she really enjoys business and law, which comprised her graduate and post-graduate work respectively. (She is a Doctor of Law, thus she can properly call herself "Doctor".)

     She keeps her identity secret, and while the DMI agency knows her real identity, most of those she works with don't. She explains that this is because her work with the DMI is her "second job", and that life is really easier if they don't know.

     She became involved with the DMI when the Guardians of Los Angeles were in a very sticky public battle with metavillians. Seeing the Guardians in danger - both physically and legally - Dr. Ellen donned a makeshift mask and added her own abilities to the battle. Not only did her powers turn the tide of battle, but she was able to provide input on how the Guardians actions might affect the outcome after the battle (i.e. in the court room). Thanks to her intervention, the metavillains wound up in jail when they might have otherwise gotten off on legal technicalities.

Campaign Role

     Dr. Law is member of the Los Angeles Guardians.  She serves a dual function for them - as both combatant/investigator and as legal advisor in the field.  When the DMI support staff debriefs the DMI agents, they pay particular attention to Dr. Law's remarks and comments because she has extensive legal experience and a photographic memory, thereby giving her unique insight into how actions of DMI members and opponents can affect any legal action following the confrontation.

     As a member of the Guardians, the public sees her as a very polite, intelligent, ethical figure. She makes regular appearances for charity agencies, particularly civil rights and children's aid organizations.  Many tabloid reporters are convinced it's an act, and that she maintains a secret ID to protect the "dirty laundry" of her private life. Even if that is true, they often look in the wrong direction, because she is as polite, intelligent and ethical in her private life as she is in public.

    She has a secret which if it became public knowledge would be extremely embarrassing, both to her "super" identity and her personal life. The exact nature is left up to the GM.

Personality

      Ellen is polite and intelligent, yet also assertive.  She has an excellent sense of tact, while still being able to speak her mind.  Sometimes she can be a bit pushy.  She is dedicated work hard / play hard personality.

Abilities

     Ellen is an accomplished lawyer and skilled orator.  She considers her best skills to be non-combat related.

     Dr. Law has a number of metabilities which appear to be related to control of electromagnetic energy, specifically visible light.  She can fly at up to 100 mph and generate light in several fashions. Her Blind power has a radius of 1 hex, and Base Duration of 20 seconds, her Illuminate power has radius 4 and Base Duration of 32 minutes, and she can generate either a coherent energy beam (Laser/normal damage) or a concussive photon blast (Laser/Stunning).  She can withstand a tremendous amount of punishment and has unusual resistantce to lasers.

     Her costume is a loose fitting black bodysuit with a silver undersuit and silver trim. The combination is lightly armored with Polykev, providing PD 3, DR 24. Her uniform conceals most of her appearance, which she is self-conscious about anyway.

Battle Tactics

     Ellen would prefer to avoid combat.  However, especially with metahuman criminals, it is often unavoidable.  She will attempt to fly to achieve visibility and mobility advantage, using her light powers to blind or spotlight opponents.  She rarely uses her Laser power, and will use only the photon blast on living targets; the laser is reserved for inanimate objects.  With her armored uniform and regenerative abilities, she tends to be a bit lax about taking cover.

Adventure Seed

    PC heroes operating in Los Angeles might need some help with a legal problem and seek out Dr. Ellen Law.  Alternately, if the PCs captured criminals don't stay in jail due to technicalities, Dr. Law might seek them out to explain a few things about the law to them.
