Fireman

Fireman is a "normal super" - an everyday person who just happens to have superpowers to make his job easier.  In this case, he's a fire fighter in the campaign city, and his powers are to absorb and suppress flames.  He can use his powers to extinguish a house fire or hobble a flame-wielding villain in seconds.

Erik Haynes used to be a normal fire fighter.  One day his crew went to put out a fire at a chemical plant that was also a front for a PSI operation.  At one point he was separated from his crew, and trapped inside the building.  The fire seemed to take on a life of its own, as if it had a malevolent intelligence.  Erik had only a fire extinguisher and an ax to defend himself.  In a titanic struggle of willpower, the spirit of the flames conceded that it could not defeat Erik, and yielded to him as master as the spirit poured into his body and all the flames were extinguished.

It is conceivable that Fireman could do other things with flame, like project flame, as well as absorb it.

Today, Erik tries to balance his sense of duty to his community with his sense of duty to his family, and the fact that he is only human and can't be everywhere, all the time, to fight all the fires in the world.

Fireman has become a small celebrity in his home city, as his powers are extremely useful.  The PCs could encounter him any time the fire department gets called, or they could call him if they expect trouble with a flame-wielding villain.
