Roger Donahue is a "normal super" - an everyday person who just happens to have superpowers to make his job easier. In this case, he's a private detective in the campaign city, and he is bulletproof. Roger may be more durable than the average person, but he knows his limits and carefully avoids confrontations with supervillains.
Roger Donahue is a mutant born in an Alabama town which didn't like mutants. He grew up suffering, but his parents taught him to rise above the hatred. The fact that he was bullet proof helped out, too.
He saw a lot of injustice in his small town, particularly against anyone who was "different". After high school, he went to college to study criminology. He then became a private investigator, and unswervingly seeks justice.
Detective PCs might encounter him on a case, or if they become involved in a crime which has an unjust conclusion (i.e. a criminal is set free on a technicality), they might encounter Donahue as he pursues clues in his own time.
