Many years ago (about 1990) Patric adapted the Carrying Capacity rules from V&V to HU because he really hated being unable to have a "4-color" super -strong character who could lift 10 tons and not automatically kill everybody he punched.  These rules can be adapted to any Palladium Megaverse RPG.

We have no clue where he put his notes, but a strict transliteration would be:

((P.S./10)^3 + (P.E./10)) * 1/2 Character Weight

Something which might work better for HU would be to use assume everyone weighs 200 lbs. Also use 200 lbs. for all robots and bionics. He thinks he also increased it to (P.S./10)^4, which raised the lift capacity significantly faster without torquing the damage bonus too badly. The character can carry half what he can lift.

Using the above formula, with the notes above, a PS 35, PE 15 character could lift over 15,000 lbs. He could carry half that. The damage bonus is +20, which is not uncommon in HU, but we think it’s gross.

Oh, he also adapted the V&V rules for damage bonus, because he hated the fixed value.  The extra dice replace the normal damage bonus.  No provision has been made for Mega-Damage which typically has it's own scale.

Some other ideas for balancing the game mechanics

First, instead of using a fixed damage bonus based on P.S. (and instead of using the table above) convert the official P.S. based damage bonus into dice. Say, 1d6 per 4 or 5 full points of damage bonus. By altering the divisor, you can increase the maximum P.S. before the damage bonus causes they mechanics to break. E.g. P.S. 50 would have a 7d6 damage bonus instead of +35 points. It adds more dice rolling, but makes it more playable.  Note again that this makes no provision for Mega-Damage.

Second, do not extend the attribute tables listed in the rules. The tables stop somewhere between 30 (N&S) and 42 (TMNTv1) depending on which book you have. Simply rule that any attribute higher than that maximum uses the bonuses of that maximum.
