Constrictor

Constrictor is a mercenary with the ability to extrude steel tendrils, apparently from the wrists of his armored costume.  He uses the tendrils as whips and to entangle foes.  He cannot use them for fine manipulation or to lift things.

He is originally from Eastern Europe.  He grew up as a gypsy, which is where he learned to use whips.  Later, his whip-handling skill served him well when he developed his superhuman strength, speed and agility.
