Bay Area Guardians, Inc.

Introduction:  In theory, all members of the Guardians receive police training, and can expect cooperation with civil authorities, but are not granted police powers.  BAG has a great PR machine and hopes to make money selling toys and cartoon shows.  Individual employees may do [approved] product endorsements on their own time.

The Guardians have two teams.  The West Team is based in downtown San Francisco and covers the Peninsula and North Bay.  The East Team is based in Oakland and covers the East Bay and Silicon Valley.

Membership:  Cyanide, Mr. Gibson, Normal Agents, Shieldwall, K, Palisade, Blaster, Kinetic Kid, Supersonic

Origin and History:  In 1995, a mysterious person or persons decided to provide funding for a superhero agency in the San Francisco Bay Area.

Goals:  To provide organized, trained support for the San Francisco Bay Area.  Members are expected to assist civil authorities against various dangers including human, superhuman, natural and supernatural.

Team Tactics:  Tactics vary depending on which members are available.  The supers handle the threat directly, while the agents make sure that civilians are safely cleared from the area.

Relations:  Each office has 10 to 15 supers and 20 to 30 highly skilled normals.  The normals conduct crowd control and clean-up services while the supers deal with the various threats.  Ideally, each staff person is "on-duty" for three weeks, then gets a one week vacation.  On-duty means a 48 hour work week, but always on call should a situation arise.  Off-duty employees are encouraged to vacation somewhere far away from the Bay Area, and are usually given free plane tickets to anywhere they want to go.

The Project Director and his staff manage the top level affairs, and the office directors and their staff handle the day to day issues.  No one  - not even the Project Director - knows the identity of the person or persons providing the funding for the Bay Area Guardians.  The municipalities provide support in the form of tax relief and cooperation from civil authorities.

Scenario Use:   Any PC team in the Bay Area could be members of the Bay Area Guardians, or they could run across them as a local NPC team.  As NPCs, the Guardians tend to be reactive so they would not detract from the PCs' spotlight.

Creator's Notes:  

Blaster Blaster can project a blast of energy from his hands or eyes.  With concentration and preparation he can boost the power of the blast upto 4000 times (from 8d6 to 20d6).
K Has superhuman endurance and near instant regeneration.  He is immune to disease and most environmental dangers.  He is trained in karate.
Kinetic Kid Can manipulate kinetic energy.  He can use it to enable him to run (and roll) faster, make superhuman leaps, move super fast through water, deflect objects flying at him and increase the range and damage of objects he throws.
Palisade Can grow to 15' tall and maintain indefinitely without effort.  Can grow to 30' tall, but is extremely taxing and tiring.  He gains superhuman strengh and resistance to injury when in giant form.  His longer legs improve his running speed.
Supersonic Low superhuman strength, some combat training, can fly up to 300mph and has enhanced telescopic and polarized vision.
