Half-Jack's Masters of Disaster
The entire Masters of Disaster is an amalgam of misfits and losers that band together under Half-Jack so they can have someone to follow. His sheer power means that they will have a least a few successes, gaining the respect or money they crave. Half-Jack doesn't so much lead as the others follow. The entire team bicker among themselves, often in combat, blaming each other for mistakes and squabling. Obviously this destroys what little combat effectiveness they might otherwise manage to have and makes even the most powerful of them slightly better than useless. They make great recurring comic relief and stress relief, as despite their power, their main strength is that they can soak a lot of damage, somehow escape, and keep reappearing to be punched on again.
The only members that have any real clue what they are doing are Fireflash II and Steeplejack (use Kammer from TMBCv5). These two will often lay low in combat, allowing the other members to draw attention to themselves while these two accomplish any mission objectives (such as "steal the gold", "pirate data from the computer", "kidnap the scientist", etc.)
For campaign use, just add pretty much any loser villain from your own campaign or any on this site. Good characters from this site that would fit in (some with minor personality tweaks) include Adamantron, Captain Ultra, Rampage, Steamroller, Boa Constrictor, Pulsecat, Vibron, Strongforce, Swarm, Sapper.
