Atlas:  Atlas is a global conspiracy group determined to bring the world under their control.  They actively destabilize governments all over the world and are a major problem for the United Nations law enforcement teams.

Halfjack's Masters of Disaster:  This group of third-rate supervillains was formed in 1990.  It is a mercenary group with a rotating membership.  The group is consistently plagued by infighting and incompetence.  These third-rate villains gather around Halfjack simply because he is famous.  Halfjack is an abyssmal leader.  The only two competent (and consistent) members are Fireflash and Steeplejack who tend to operate in concert with each other letting Halfjack spout orders and try to control the chaos that is his "team".  Usual membership is six to eight depending on who is out of work.

Topeka 6:  Six college kids granted superhuman powers against their will in a 1994 experiment by Atlas.  After destroying Atlas' moon base, they returned to Earth and became the resident hero team of Topeka, Kansas, USA.  Members are Deathvolt, Psijock, Flux, Rembrandt, Flamer and BEMWAG.

Westguard:  A Seattle, USA based superteam charged with protecting the Northwestern USA and Western Canada.
