Power Broker is a large corporation head-quartered in France which has developed a reliable process to imbue one of six sets of superpowers in some people.  (Approximately 0.0001% of the Earth population may be able to have powers induced by Power Broker.) 

Public operation began in 1990 and borrowed on work completed by several independent researchers (Motivator's work shows up a lot) and universities.  Power Broker is heinously expensive.  After a careful and lengthy screening process to determine which power(s) a person can accept, they will proceed.  Each person requires a unique combination of chemical, surgical, viral and radiological treatment to induce powers.

Power Broker can reliably reproduce the following powers:

• Super-Strength:  Radical augmentation of the muscle, skeleton and connective tissue.  The typical recipient can lift/press between one and two tons after modification.
• Super-Running:  This procedure boosts the legs, skeleton and sensory systems to allow the typical client to safely run between 60 and 80 miles per hour.  While most clients are also more durable, padded body suits or biker leathers are recommended in case of accident.  While the sensory systems are improved, this process does not significantly improve motor reflex coordination or reaction time.
• Super-Intellect:  Mostly a memory and cognition boost, the client does gain a genius level IQ.  In addition, the client has flawless memory, terrific mathematical ability and improved linguistic talent.
• Power Blast:  A favorite among the unimaginative, this is the ability to project a beam or pulse of energy from the hands or eyes (results vary among individual clients).  Results vary slightly among clients, but typically the beam of pure force is powerful enough to blow holes in brick walls.  The ability to penetrate steel armor plating was reported once.
• Bulletproof:  This modification hardens the skin, muscles and skeleton to improve the client's durability.  The skin can withstand most handguns, although high power rifle or machine gun ammunition might still cause injury.
• Environmental Independence:  While not the most flashy, this is the most elaborate and most difficult to induce.  The client's metabolism is radically altered to provide a number of benefits allowing her to survive in very hostile environments.  The client becomes immune to all known disease, highly resistant to toxins, corrosives and radiation, and can store oxygen in her body cells for one hour.  The client is also strongly resistant to pressure extremes.  Nictating membranes protect the eyes and specialized sphincters protect the ears and other body openings.  The typical client could survive exposed to outer space for several hours or make an unprotected deep sea dive approximately 1.2 miles deep in the ocean.  The recipient never gets the bends.
