Human Engineerng Life Laboratories.

A joint-project started in 1983 by the U.S. Goverment to study and create powered humans.  The project got out of hand and was officially discontinued in 1993.  Unfortunately most of the materials and staff disappeared.  The resulting criminal operation is known to operate facilities in North America, Europe and Africa.

During their first ten years, H.E.L.L. created such enhanced monstrosities as Cyborg, Cylossus, Iron Maiden I and Monster.
