S.H.E.L.L. was launched in 1974.

A law enforcement branch of the FBI specifically created to deal with the threat of powered individuals.  While it is a paramilitary organization it technically falls under the operating umbrella of the FBI.  S.H.E.L.L. agents often have jurisdictional overlap with C.H.E.S.S.

They have the latest high tech equipment and training available (second only to C.H.E.S.S).  Even after 25 years, they only have offices in the sixteen largest cities of the U.S.  Each office has 40 officers and 100 support staff.
